THE PERIODIC INSPECTIONS
The company in charge of the periodic inspection must be reported on the plate applied inside the car lift. If the company in charge is replaced by another company, the municipality has to be informed of the change through special notification from the owner.
The inspection has to be done by engineers from the ASL (Azienda Sanitaria Locale, that is to say the local health authority) or from the ARPA (Agenzia Regionale per la Protezione Ambientale, that is to say the regional environmental protection authority) responsible for the area or from a certification authority that is authorised by the Ministry of Economic Development and notified to the European Commission.
In case of systems installed in industrial facilities or in agricultural holdings, the inspections can be done by the provincial directorate labour of the Ministry of Employment and Social Affairs responsible for the area.
During the inspection, the maintenance worker of the system must be present. He will have to carry out the operations of inspection on instruction from the verifier engineer.
The entity that made the periodic inspection issue the relative report to the owner and to the company in charge of the maintenance. In case of a negative issue, the entity shall report it to the competent local authority that will endeavour to affix seals to the system in order to prevent the device from functioning until the restoration of the safety conditions. In case of negative report, the system can be brought back into service – once carried out the operations required in the report itself – only after an exceptional inspection with a positive outcome has been carried out.
The periodic inspection operations aim at establishing if the parts that influence the operational safety of the lift system are efficient, if the safety devices are normally working and if it has been complied with the requirements possibly issued in previous inspections.
The expenses for carrying out the periodic inspections are to be borne by the owner of the building where the system is installed.
